There is no check box on the account to 'Save Password'. Passwords no longer save in Outlook. Running Outlook for Mac 2011 (14.1.0). I just upgraded from Yosemite to Sierra (10.12.4). Outlook 2011 Passwords Not Saving in Sierra.
